Abstract
Why do China and Russia adopt different institutional arrangements for the use of cyber proxies, defined as a "non-state actor that conducts cyber operations to achieve political objectives on behalf of the patron state". One would assume that since both states are authoritarian and have similar perceptions of cybersecurity that they would delegate to cyber proxies similarly. The reality is that China and Russia have different degrees of delegation and in some instances, with different types of cyber proxies.
