Abstract
Released by the United States Conference of Catholic Bishops in 2002, the Charter for the Protection of Young People is the most explicit internal acknowledgement of the Catholic sexual abuse scandal. Within the document, the authoring bishops employ a complex framework of power and authority to acknowledge the crisis but simultaneously distance themselves from fault for it. They open by deflecting priestly responsibility onto themselves, but directly afterwards they displace all power to God, and the notion of fault problematically disappears. The document ends with the bishops implying that God's plan for resolving the crisis involves re-asserting the power afforded to the bishopric and the priesthood by their positions within the Catholic hierarchy
